The BCI Evaluation, Writing & Training Staff is comprised entirely of military and/or law enforcement service veterans who have a collective expertise in a wide array of subjects. Individual info is below. Email contact information for each is included.

Frank Borelli: Founder / President / Writer / SME (Subject Matter Expert): Frank's history includes seven years of military service as a Military Policeman, Light Infantry soldier and Combat Engineer. With more than twenty-five years of law enforcement experience, including almost twenty years of LE training delivery experience, Frank has become recognized nationwide as an expert on Use of Force issues, training development, equipment selection and active shooter response evolution. Frank is a regular contributor to publications such as the Blackwater Tactical Weekly, American Cop magazine and more. He currently serves as the Editor In Chief for Officer.com, New American Truth magazine and the BC News Weekly. He's a member in good standing of the NRA and IALEFI, as well as being a Certified Anti-Terrorism Specialist (CAS) through the Anti-Terrorism Accreditation Board. EMAIL FRANK

Sgt. Allan Garcia: Writer / SME: Allan Garcia has been a police officer in Middletown, R.I. since 1988. Prior to that, he served as a sergeant in the U.S. Army's 82nd Airborne Division. He has been assigned to both his department and regionalized SWAT teams since 1991. Officer Garcia is a state and local level law enforcement firearms instructor, as well as a field training officer & C.P.R. /A.E.D. instructor. Sgt. Garcia has field experience in both patrol and tactical operations and is a graduate of numerous firearms and tactical schools to include offerings from Blackwater Training and Tony Blauer. Allan carries recognized expertise in tactical operations, equipment selection, training methodologies and more. He is also president and primary instructor of School Violence Solutions a top level training company which instructs both law enforcement and educational staff on how to recognize, react to and prevent school shooting incidents. Mike Marcon: Writer / SME: Mike Marcon resides on Virginia’s Northern Neck. He is an EMT-I, Tactical Medic, past EMS Coordinator and ALS Coordinator (2002-2005) for a local hospital. In addition to his lengthy EMS background, Mike has also taught wilderness survival courses for many years. Currently, he owns and operates Safe Return! Wilderness Emergency Care & Survival Training, an independent American Safety & Health Institute authorized training center. He currently specializes in teaching wilderness emergency care certification courses. He is also a PSS/Medic, Commercial Pilot and Operations Level CBRNE Instructor. Steve Forgues: Writer / SME: Steve Forgues has been in law enforcement since 1993. During that time Steve has acquired experience in uniform and plain clothes, low to high risk ops, security, police, corrections and tactical operations. Steve recently departed from the police dept. after 1-1/2 years to pursue other LE/Security opportunities. Prior to that, Steve worked for the Arizona Dept. of Corrections as a Corrections Officer, Staff Instructor and a member of the Tactical Support Unit. In the mid 90's Steve was a Reserve Police Officer in the Phoenix, AZ metro area and was a member of the Tactical Operations Unit. Steve is a certified instructor for ASP, Chemical Agents (OC), Handcuffing, RIPP™ Restraints and has developed several training courses over the years. Steve is also a canine trainer.EMAIL STEVE

Juli White: Sponsorship Procurement / Business Development: After completing her Bachelor's of Business Administration degree in accounting, Juli went to work supporting the corrections / law enforcement / military industry. With sixteen years of experience in customer relations in a military/corrections medical support company, Juli brings a strong understanding of the communities Borelli Consulting serves, as well as an in-depth knowledge of the industry needs.
